For US cities without the Winter (not including the MidWest), I’ll include this excellent analysis by Peter Wade from Quora:
Step 1: Find US cities with a nice humidity level
Scientists say the optimal humidity level for comfort is between 35% and 55%. Nevada and Arizona are too dry, and Florida and Louisiana are too humid. If we aim for the yellow and light green areas, I think you’ll be quite comfortable. Since you originally stipulated very low humidity, even pleasant places like the San Diego and San Francisco areas will have to be eliminated. We’re going to get the humidity levels as low as we can without putting you in the desert.
Also, Hawaii and Alaska are not pictured. But any city big enough in those states to satisfy your preference for adequate shopping experiences would be disqualified by having humidity higher than what you desire. As a note, northwest Washington is within the highest humidity zone, but that does not equate to discomfort because of their moderate temperatures. But I’ll stay true to your question and will objectively search for very low humidity rather than inserting my personal opinion.
Step 2: Identify sufficiently populated US cities with adequate shopping
It’s hard to guess exactly what shopping opportunities are acceptable to you. But within the zone pictured above are 43 cities with more than 75,000 inhabitants. You’ll have to decide what population is too small for you (2020 U.S. Census populations included below). You’ve also stipulated cities rather than metropolitan areas, so keep in mind that some of these cities are smaller, but are suburbs of major metro areas and thus close to a significant amount of shopping.

Step 3: Eliminate cities with an above average risk of natural disasters
The question specifically identified tornados as a concern with a preference for no natural disasters at all. In another Quora post, I revealed that no areas in the regions we’re considering are completely free of natural disasters. It is nearly impossible to escape some degree of risk. But we’ll get that rate as low as possible. We would definitely want to eliminate cities with a higher risk of hurricanes, tornadoes, earthquakes, and wildfires.
That will knock out a few of our candidates in California, Oklahoma, and Texas. Other disasters like mudslides and flooding would only be risks in specific areas of town and wouldn’t disqualify an entire city from contention. I also analyzed wildfires, drought, blizzards, and every other type of disaster.
Crime rate: 281.5 violent crimes per 100,000 people
Conclusion:
There are many US and Canadian cities that are safe, have plenty of good unique shopping, and are lower in humidity but not ultra low like Nevada. Some of these cities also have no natural disasters like tornadoes. Safe US and Canadian cities to live in include Ottawa, Toronto, Vancouver, Calgary, Montreal, and Halifax. These cities all have unique shopping experiences, with Ottawa having the Byward Market, Toronto having Chinatown and Kensington Market, Vancouver having Granville Island and Gastown, Calgary having the Beltline and Inglewood, Montreal having the Latin Quarter and Plateau Mont-Royal, and Halifax having the Seaport Farmers’ Market. All of these cities have a distinct character which makes them desirable places to live. In terms of US cities with no natural disasters, some notable examples include Austin, Texas; Boulder, Colorado; Fort Collins, Colorado; Denver, Colorado; Salt Lake City, Utah; and Portland, Oregon. These cities are all located in states that are relatively free from tornadoes, hurricanes, earthquakes, and other natural disasters. As a result, they are considered to be some of the safest places to live in the US. Finally, many US cities have low humidity levels due to their location.
No city in the U.S. has made it into the top 10 Most Liveable Cities list — but it’s managed to avoid the list of worst places, too. However, the U.S. did manage to score in the Economist Intelligence Unit (EIU)’s Global Liveability Index Top 30, with Atlanta in 26th. Neighboring Canada saw three cities make the list: Calgary, Vancouver and Toronto. Traditionally, Austria and Switzerland have placed highly on the list, which is ranked on culture, health care, education, infrastructure and entertainment.

As someone who has lived in both cities for more than 3 years and is still living in Calgary:
Weather: you have more sunshine and less harsh winter in Calgary with occasional positive temperature in the middle of the winter because of the Chinook winds: Calgary wins
Cost of life: Edmonton rent, home ownership, food, clothing is slightly cheaper than same items in Calgary: Edmonton wins
Job Opportunities: more blue collar jobs in Edmonton, more white collar jobs in Calgary: tie
Education: Edmonton has one of the top university in Canada called University of Alberta. University of Calgary has a first class business school called Hayskane school of business. Edmonton wins.
City’s architecture: Calgary seems newer, nicely architected and just more beautiful to me by far: Calgary wins
People: just the same to me, no difference: tie
Size and population: Calgary (1.3 million people, 825 km2) is larger and have more people than Edmonton (1 million people, 684 km2): I won’t call this a win
Mountains and lakes :Banff National Park, Lake Louise, Jasper National Park, Waterton Lakes National Park, are all closer to Calgary than Edmonton. Calgary is 1 hour from Banff, and day trips to the mountains are very common. Edmonton is 4 hours from Jasper, and trips to the mountains are more of a long weekend activity: Calgary Wins
Summer festivities: Both cities have great and similar festivals, but Calgary hosts the greatest western festival on earth in July called the Stampede. Sylvan Lake is halfway between Calgary and Edmonton. Calgary wins.
Sunshine: Calgary has way more sunshine that Edmonton. In fact, Calgary is amongst the top city with sunshine exposure in the entire country. Sunshine is happiness. Calgary wins.
Politics: Both cities are economically conservative. Edmonton is a little bit more socially liberal than Calgary. Who cares? Tie.

Cleanliness: Calgary is one of the cleanness cities in the world. I am in awe myself whenever I walk downtown and in my neighbourhood of Walden. Calgary wins by far.
Public Transit: Calgary C-Train has 3 lines and covers all 4 quadrants of the city(NW, SW,SE,NE) with multiple park and rides location at various C-Train stations. There are buses in almost every neighborhoods in Calgary connecting you to the nearest C-Train station. Edmonton Transit Services (ETS) provides service on buses and light-rail transit within the City of Edmonton limits, in addition to Fort Saskatchewan, Spruce Grove, Beaumont, and the Edmonton Garrison at Namao. It also provides connections to suburban transit services. Calgary Wins.
With all that in mind, I’ll choose Calgary any day.

I know this has been asked in a general sense re French immersion and feedback on Calgary private schools, but I’m looking for feedback specifically on the Francosud elementary school Nouveau Monde in Scenic Acres NW. Yes I know the constitutional entitlement and we yes have it. I am wondering if anyone can comment on the quality of education, teachers, class sizes, general student body population, etc etc etc For reference, I am not interested in French Immersion in the CBE. I am also not interested in CFIS the private school. My other (pricey) consideration is the Lycee - but it’s expensive, and the drive would really be somewhat soul destroying for me … mostly because I’m in the NW although I guess I could sort of justify it when I’m heading downtown to work. Unfortunately the Lycee has no bussing available. I’d make the sacrifice of time and money because my parents did that for my education, and I personally will prioritize education over many other things. But - if the Francosud is excellent, maybe I don’t need to. Would just love to hear feedback from any and all that know. It’s prob still cheaper to drive every day than move to Altadore (no thanks!) So as a result of couples therapy. One of the things the therapist suggested was to me (39M) to start thinking of hobbies to meet new people and develop friendships. My response: I feel I’d have better luck and more enjoyment by peeling my skin off. Meeting new people is hard. Doing it as an introverted middle aged man. Seems like an impossible task. Any hobby I enjoyed is physical activity (hockey weightlifting, sports, etc.). However, I just recently herniated disc and are currently recovering, and any quick movement could re injure it. I’m surprising my kids with a trip to Edmonton in a couple of weeks for an oilers game and to do the waterslides and possibly fantasyland. To the heartless fucking grinch that stole our beautiful Xmas stuff last night while we were out, I hope you rot. My wife is in tears as you stole her alpaca which she was very sentimental about. You stole our white deer and you stole our red deer that we just bought from Canadian Tire two weeks ago. Our only consolation is that wherever these things end of being displayed again, they will bring joy to others. We never bought them for ourselves in the first place, we bought them to spread cheer and joy in our neighborhood, and to brighten up this dark part of the year. For me winter’s heartbeat is in places like this - a modest community hockey rink, poured into the snow with love and care. There's something about these frozen patches that stirs a deep sense of Canadiana for me. I hope this doesnt come off as a stupid question but it's my first time in Edmonton (I'm originally from eastern canada) and I'm noticing all these gutter contraptions where the gutter is snaked in the air until it's maybe 10-20ft from the foundation of houses. I'm assuming is because houses don't have french drains and this brings me to this question: Does anyone know why? Is this a soil issue? Hi Calgary, I'm always trying to find neat little shops and places that will tempt me to spend money, unfortunately I'm also a lifelong Calgary resident and feel like I've burned out most of the 'new and exciting' places by having visited them so many times. I miss the awe of stepping into a really cool store for the first time. Some of the places I know about and like but have already been to are Crown Army Surplus Son of Pharaoh Sentry Box Fair's Fair Books Steeling Home Charisma Scottish Shop in Kensington The Rocket Various thrift stores some gem/crystal shops most of the malls Ideally I'm looking for places that are more 'niche', not big chain places. Doesn't matter too much what they sell but I'm not all that interested in clothes shopping specifically. Gadgets, gizmos, trinkets and knick-knacks are definitely a plus. Any other cool places that aren't shops are also open to suggestion! Been to all the museums and major touristy attractions though. PS, I'm sober so while you can feel free to suggest breweries and stuff for others I'm hopefully looking for places that don't have a huge emphasis on drinking. Location: Intersection of Métis Trail and 104 Ave N.E. At around 1:30 am, I was in my car on 104 Ave NE crossing this intersection with my friends when another vehicle on Métis trail ran a red light and came borderline flying into the intersection at around 150-160 km/hr. Luckily, I hit the brakes in time but if that vehicle had T boned us it would’ve definitely been fatal. I don’t know if this guy was drunk or their brakes had failed but I saw this car hit the divider and then speed away north on Métis Trail. We were too shook to notice any details about this car or its license plate and they were going way too fast for that anyway. All I remember is that it was a greyish colour sedan with one taillight out. But it’s just scary to think how close we were to dying tonight. A gentle reminder that most bike lanes in Edmonton remain open all year, and do not turn into a lane of traffic for you to go against a one way. I live on 83rd ave, where there is a bike lane alongside the one way that heads east. Today I saw 3 different vehicles driving in the bike lane headed west. This bike lane IS STILL A BIKE LANE ALL WINTER and lots of people still use it. There are a few driving lanes that become bike lanes over the summer (north on 104 st), and I understand that the city has not made things entirely clear. But today, I saw a car driving in a bike lane honk for over 20 seconds at a biker, insisting that the biker was in the wrong. I drive a sedan and got stuck in the snow accumulated on the side of the street in Deer Ridge. I was waiting for about 30 minutes for the tow company to come over.
