Today’s question: Voters just put the brakes on the AI buildout. How hard will they bite?
Summary:
Democrats won control of both the House and the Senate, according to AP calls. Axios calls it an “AI earthquake”: voters approved dozens of local limits on data centers, and Texas, home to 41% of the new U.S. data-center capacity planned for 2028, elected a governor who campaigned on a moratorium. Most 2027 capacity is already being built, so the squeeze lands in 2028. Plus: ChatGPT now handles about a fifth as many queries as Google, and North Korea’s Binance theft began with a fake job interview.
Important Topics:
The AI earthquake: results, ballot measures and the money.
What changes for AI: Texas, 2028 capacity and state AI laws.
Search is becoming AI: ChatGPT, Google and Siri.
The money and the back door: $177B in enterprise spend; a fake job.
Cert Corner: running code from a job interview safely.
🗳️ The AI earthquake
Axios AI+ · Forbes · TIME · Citation Needed · Techpresso
The results:
Congress: AP called the Senate for Democrats late Tuesday and the House early Wednesday. Senate count Wednesday morning: 54-44, with Mississippi and Alaska still out (Forbes).
Texas: Gina Hinojosa defeated Gov. Greg Abbott. She campaigned on a data-center moratorium until the state passes rules on water, power, air and property rights (Axios AI+).
Data centers on the ballot: in Ohio, Sherrod Brown’s ads called Sen. Jon Husted “the face of data centers in Ohio.” Brown won, as did Abdul El-Sayed in Michigan and James Talarico in Texas (Forbes, TIME).
The ballot measures:
Axios, citing Ballotpedia: about two dozen of 41 data-center measures in 10 states, all designed to restrict or block development, appeared to pass.
Techpresso counts 33 passed and six leading, with one failure. So far, only three projects totaling 2.3 GW have been delayed.
The money:
Crypto and AI companies spent about $250 million; in the competitive races called so far, the side they backed lost 9 of 12 (Citation Needed).
NBC’s exit poll: 56% of voters called AI and data centers a “crucial or major factor” (TIME).
Brad Carson, Americans for Responsible Innovation: “What we just witnessed was an AI earthquake,” (Axios AI+).
Why it matters: This was the first national election where AI was a mainstream issue, and voters framed it as a cost problem: power bills, water and local control. That’s now an operating condition for anyone building or buying AI capacity in the U.S.

🏗️ What changes for AI, and what doesn’t
What changes:
Texas accounts for 41% of new U.S. data-center capacity in 2028 (SemiAnalysis via Axios). Nearly two-thirds of 2028 capacity could face delays.
Democrats ousted Republicans in four states partly by attacking a 2025 vote that would have limited state AI laws (Axios AI+).
Elon Musk is expected to be a prominent target for congressional probes (Forbes).
What doesn’t:
Most data centers expected in 2027 are already under construction, and most analysts don’t see a permanent block (Axios AI+).
The new Congress arrives in January; the President keeps his veto.
The Number: 41%. Texas’s share of new U.S. data-center capacity planned for 2028, in a state whose governor-elect campaigned on a moratorium.
Why it matters: A federal law overriding state AI rules just got much harder, so plan for a state-by-state patchwork. Power and permits become the 2028 bottleneck, and capacity may move to other regions, including Canada. Ask your providers where your 2028 capacity will physically sit.
🔎 Search is becoming AI
The Deep View · Techpresso · The Rundown AI
ChatGPT handles about one fifth as many queries as Google, by OpenAI’s internal count, more than three times Bing’s volume. Google says its own volume is at an all-time high (The Deep View; Techpresso).
ChatGPT grew from 1 billion to 1.2 billion weekly users in two months (Techpresso).
Google will cut off Search on school accounts that switch off its AI, from early 2027. Lina Khan says Google is using “its search monopoly to coerce schools” (The Rundown AI).
Apple opened Siri AI to every app developer; App Store submissions start in spring (The Rundown AI).

💸 The money and the back door
The Deep View · Axios AI+ · Techpresso
Enterprise AI spending grew fivefold to $177 billion (Menlo Ventures). Market share: Anthropic 55%, OpenAI 31%, Google 9%. Open-source models: 19% of tokens, 4% of spend (The Deep View).
40% of GitHub pull requests started with an agent in September, up from 17% six months earlier (The Deep View).
OpenAI is buying Pierre Computer to take on GitHub (Axios AI+).
Binance: North Korea’s $6.3 billion theft began with a fake job interview. In round two, the “interviewers” asked an engineer to download an infected code repository (Axios AI+).
Nvidia can fill only about 1% of China’s roughly $70 billion in orders for its RTX Pro 5500, Bloomberg reports (Techpresso).
Why it matters: The easiest way into a company is still through a person. Outside code, including interview tasks, belongs in a disposable sandbox.
🎓 Cert Corner
Question: During a job interview, a software engineer is asked to download and run a code repository as a take-home assignment. What’s the safest way to handle it?
A) Run it on their work laptop
B) Run it only in an isolated, disposable environment with no access to company credentials or networks
C) Scan it with antivirus, then run it anywhere
D) Ask the recruiter whether it’s safe
Answer: B. Untrusted code belongs where it can’t reach anything valuable. A work laptop holds what attackers want, antivirus misses new malware, and the recruiter may be the attacker. Practice thousands more questions in DjamgaTech.
