Front-Loading Heavy Industry: This usually means pouring public money into giant steel mills, refineries, aluminum smelters, and similar mega-projects. These industries should eventually exist, but they only make sense once a base of light industry creates real domestic demand for their output, or we run the risk of even more white elephants than we already have.
